Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”

This project will assist Indonesia to prepare the Biennial Update Reports (BURs) and Third National Communication (TNC) to the United Nations Framework Convention on Climate Change. The objective is to cover the annual Greenhouse Gas Inventory for 2000-2012 for the BURs and 2000-2012 for the TNC, focusing on sectors/gases that have significant shares of GHG emissions and/or present a large degree of data uncertainty. The progress on the implementation of national mitigation actions and their effect on emission reduction will also be reported. Regional climate models and downscaling of global models will be developed to reduce the uncertainties in vulnerability and adaptation assessments for different sectors. Indonesia’s description of national circumstances will be updated as well. Finally, the project will continue to build institutional capacity for implementing the Convention and to undertake activities related to climate change education and awareness.

In expediting the process of implementation for both BUR and TNC, there are 4 (four) technical working groups:
1.    Working Group I – GHG Inventories;
2.    Working Group II – GHG Mitigation
3.    Working Group III – Adaptation
4.    Working Group IV – Mobilization

Under the supervision of National Project Coordinator (NPC) and under the guidance of respective Head of Technical Working Group, the incumbent of the Technical Assistants will be responsible for providing technical support to respective working group. 4 post to support GHG Inventories working group and 2 posts to support Mitigation Working Group on waste, energy & IPPU, AFOLU, MRV REDD+ and transport sector, including management and organization of daily activities.

Duties and Responsibilities
DESCRIPTION OF RESPONSIBILITIES
1.    Support the working groups to ensure effective project planning and implementation focusing on achievement of he following result;

  • Support the Head of Working Group and the National Project Coordinator in overall general  coordination, evaluation and supervision of project implementation;
  • Prepare of supporting data, review of existing methodology, doing research on technical papers and policy brief;
  • Technical advice to each working group prior to meetings and discussions with related stakeholders, including (but not limited to) preparing presentations and facilitating discussions.

2.    Provide technical advice to each working group to ensure effective implementation and monitoring of the project;

  • Provide technical advice to each working group related to targetted outputs/outcomes and
  • Data entry for develpoment/update database for related working group.

3.    Provide administrative support to working groups on avhievemenet of the following result:

  • Maintain database, ensuring proper archiving of reports of each working;
  • Provide draft of ToRs and minute of meetings;
  • Producing documentations/reports of discussions or meetings/workshops organized by working group and
  • Organize meetings/workshops/trainings as necessary.

4.    Support strategic partnerships and support to the implementation of resource mobilization focusing on the following results

  • Maintain good flow of communication and information between the Ministry of Environment and Forestry and other relevant stakeholders, including Ministry of Energy and Mineral Resources, Ministry of Industry, BPS, Ministry of Agriculture, Bappenas, Ministry of Transportation, Ministry of Environment and Forestry and provincial governments and
  • Maintain and udate datebase for related stakeholders.

5.    Supports knowledge building and knowledge sharing focusing on achievement of the following results:

  • Participation in the meetings/trainings for the wokring group;
  • Synthesis of lessons learned and best practices in project support management function;
  • Contributions to knowledge networks and communities of practice.

Required Skills and Experience
Recruitment Qualifications
Education:*

Bachelor degree in Agriculture, Forestry, Environmental Science, Social Sciences or other relevant fields of study would be desirable, but it is not a requirement.

Experience:*

Minimum 3 years of professional experiences, preferably in the field of climate change, forestry, agriculture, transportation, waste management or engineering for candidates with Bachelor Degree and 5 years for candidates with Diploma Degree.  Some experiences in climate change mitigation and GHG Inventory would be advantage.

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:

  • Knowledge of and experience in supporting administration of climate change projects will be highly desirable.
  • Strong knowledge and solid experience in coordination of project management support are essential as well as ability to draft high quality correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
  • Good inter-personal and team building skills.
  • Full time availability for project management support duties is essential.
  • Familiar with Government and UN/UNDP procedures would be desirable
  • Up-to-date computer skills required, knowledge of spreadsheet and database packages
  • Experience in handling of web based management systems would be highly desirable.
  • Demonstrated strong familiarity with UNDP development projects in Indonesia is an advantage
